The region's governor said that some 230 square miles are under water. Meanwhile, both Moscow and Kyiv are blaming each other for the destruction of the dam, and of [shelling in the flood-hit areas](. The dam collapse came amid expectations of a long-anticipated Ukrainian counteroffensive. France A [knife attack]( in Annecy, a small alpine town in southeast France, has left at least six people injured, including children, at least two of them critically. The foreign secretary has confirmed that a knifeman went on a rampage on a playground. The school children were on a supervised trip to Lake Annecy at the time. The motive of the man, who has refugee status in Sweden, remains unclear. Lawmakers held a [moment of silence]( in parliament. Americas The National Oceanic and Atmospheric Administration (NOAA) has issued an [El Niño advisory](, announcing its early arrival in the Americas, which is expected to strengthen over the next several months. El Niño normally mutes hurricane activity in the Atlantic, giving relief to coastal areas from Texas to New England in the US, Central America and the Caribbean.
