The decree gives law enforcement agencies three days to submit specific proposals on the creation of territorial defense forces in the annexed regions. Russia-installed leaders in Kherson have even begun relocating up to 60,000 people from their homes. Putin also signed a second decree that will impose restrictions on movement in and out of eight western Russian [regions adjoining Ukraine](. India At a conference on solar energy in New Delhi, India, officials called for [diversifying supply chains]( for components that are needed to transition away from fossil fuels toward cleaner energy. The International Energy Agency released a report stating that 75% of components needed for solar power are currently manufactured in China. Despite having invested more than $50 billion in new solar supply capacity and creating over 300,000 manufacturing jobs, Beijing is not part of the International Solar Alliance (ISA) — made up of 110 member countries and launched by India and France in 2015. The ISA also announced solar energy investment programs in African countries and for start-ups. It will also raise the issue of [financing for the transition]( at the COP27 conference next month. Indonesia Indonesia has banned all syrup and liquid medicine after nearly 100 children died from acute kidney injury (AKI) this year. Most of the cases involved children under the age of 18, including [mainly toddlers]( under the age of five, according to the country’s health ministry. The rise in cases began this January, and accelerated in August.
