Officials in Kazakhstan say that about [98,000 Russians]( have crossed the border into their country since Russian President Vladimir Putin announced last week a partial mobilization of reservists to fight in Ukraine. Men avoiding the draft are fleeing by land and air into neighboring countries, with Kazakhstan and Georgia being the most popular destinations, with others heading to Finland and Norway. Colombia has [reopened its 1,400-mile border]( with Venezuela to trade for the first time in seven years. The move was a key campaign promise of Colombiaâs new left-wing President Gustavo Petro, who met with Venezuelan officials on the Simón BolÃvar International Bridge as the [first cargo truck]( carrying steel crossed over the bridge into Colombia. Petro said he will work with Venezuelan President Nicolás Maduro on issues, including fighting rebel groups along their shared porous border. Vietnam
Hundreds of thousands of people have been evacuated across Vietnam as Typhoon Noru â which hit the Philippines this week â nears the country. Itâs forecast to [make landfall near Danang](, one of Vietnamâs largest cities, by Wednesday. A curfew has been planned and several airports have been closed. The storm is expected to bring heavy rains, wind, flash floods and landslides. Two of the provinces likely to be hit are in the coffee-planting belt.
