At around 2:05 a.m. ET, the yield on the benchmark 10-year Treasury note was lower at 0.6704%, while the yield on the 30-year Treasury bond was also down at 1.4147%. Yields move inversely to prices.
Market focus is largely attuned to simmering U.S.-China tensions and ongoing concerns about the economic impact of the coronavirus pandemic.
The U.S. tightened restrictions on Chinaâs Huawei on Monday, seeking to make it more difficult for the tech giant to obtain critical components.
The Department of Commerce also added 38 Huawei affiliates onto a trade blacklist called the Entity List.
Meanwhile, U.S. lawmakers remain locked in a stalemate over a potential new coronavirus stimulus deal. Democrats and Republicans are holding their respective presidential nominating conventions starting this week.
On the data front, housing starts for July, building permits for July and business leaders survey figures for August will all be released at 8:30 a.m. ET.
The U.S. Treasury will auction $30 billion of 119-day bills and $30 billion of 42-day bills on Tuesday.

As for the criminals, picking up illegal firearms is just about as easy as going to the grocery store for bread.
But wait, with strict liberal gun control how is this happening. At least 50 people were shot, five fatally, over the weekend in Mayor Lori Lightfootâs (D) Chicago.
ABC 7 reported that the shootings began about 6 p.m. Friday and continued until just before midnight Sunday. A 12-year-old boy and numerous teens were among the wounded.
The Chicago Sun-Times reported that the 12-year-old was shot in the leg just after 8 p.m. Saturday night, while with a âgroup of males in the 6400 block of South Ellis Avenue.â
A 16-year-old was shot just before midnight Friday while standing outside âin the 4400 block of South Hermitage Avenue.â He was taken to the hospital with a gunshot wound to his hip. Another 16-year-old was shot Saturday night around 10 p.m. as he âstood outside in the 500 block of East 47th Street.â He was taken to Comer Childrenâs Hospital with a gunshot wound to his leg.
ABC 7 reports the first fatal shooting of the weekend occurred just after 8 p.m. Friday, when a 48-year-old man who had been fatally shot was discovered âin West Pullman on the Far South Side.â
The next fatality was a 28-year-old fatally shot just after 11 p.m., followed by an 18-year-old who was fatally shot Saturday night just before 10:30 p.m, and a man in his mid-20âs found âunresponsive in the driverâs seat of a vehicle at 5:05 a.m.â Sunday.
The Sun-Times reports that a 29-year-old man was fatally shot and found on the sidewalk about 12:50 a.m. [Monday] in the 2400 block of South Trumbull Avenue.â
To date, Mayor Lightfoot has rejected offers of federal help to quell Chicagoâs violence. As recently as August 10, 2020, Breitbart News reported Lightfootâs announcement that she does not want âfederal troopsâ in her city. Rather, she wants more gun control.

President Donald Trump is reportedly planning to pardon someone Tuesday that he said was âvery, very important,â but it wonât be one major name that has been in the news recently.
The news comes as speculation has swirled that Trump could pardon former National Security Agency contractor Edward Snowden, who leaked classified documents that damaged U.S. national security.
âOn flight back from Wisconsin, Pres Trump told press pool he would be issuing a pardon on Tuesday to someone âvery very important,â but said it was not Michael Flynn or Edward Snowden,â CBS News correspondent Mark Knoller tweeted. âMight see it as a way to detract attention from Democratic Convention speeches slamming him.â
The possibility of pardoning Snowden comes after Trump was asked by a reporter last week, âDo you want to give Edward Snowden a pardon and bring him back?
âWell Iâm going to look at it,â Trump responded. âI mean, Iâm not that aware of the Snowden situation, but Iâm going to start looking at it. There are many, many people. It seems to be a split decision. There are many people think that he should be somehow treated differently, and other people think he did very bad things. And Iâm going to take a very good look at it. I mean, Iâve seen people that are very conservative and very liberal and they agree on the same issue. They agree both ways. Iâm going to take a look at that very strongly, Edward Snowden.â

The Poseidon is a high performance US technical platform shared with our close British Allies.
The British Royal Air Force (RAF) P-8 Poseidon Maritime Patrol Aircraft (MPA) has concluded a monitoring mission to shadow Russiaâs Vasily Bykov ship in the North Sea.
P-8A Poseidon, from 120 Squadron based at Kinloss Barracks in Scotland, demonstrated its speed and readiness during its first operational mission.
The aircraft concluded a prolonged overwatch of the Russian ship passing through the North Sea.
P-8 Poseidon Maritime Patrol Aircraft was supported by RAF Lossiemouth-based Typhoon fighters and the RAF Brize Norton-based VIP Voyager refuelling aircraft.
UK Minister of State for Defence Baroness Goldie said: âIn an increasingly unstable world of persistent challenge and competition, it is important that the UK Armed Forces possess cutting edge technology to meet threats wherever they emerge.
âThe sight of our new Poseidon aircraft, working in concert with the Royal Navy, has showcased the UKâs readiness to defend its waters from any incursion.â
The P-8 Poseidon aircraft has a combination of tracking options and associated weapons to detect surface and sub-surface vessels.
