The Saints could be doing this make the Falcons preparation more difficult but Hill's upside as an everydown quarterback is very high because of his running ability and he should be considered a high ceiling QB2/Superflex/Streamer and an automatic start over anyone except Travis Kelce in leagues where he has tight end eligibility.
