Using footage captured by his friend who died while subway surfing last year, 16-year-old Alexander Antelman hopes the video serves as a cautionary tale amid an increase in subway surfing deaths this year. Here’s what else is happening: - Researchers believe NYC’s money would go further if it was [stashed in a public bank]( a move other cities, like Los Angeles, are making. The state, however, failed to pass legislation this year that would allow cities to create their own public banks. - The NYPD is attributing a recent drop in major crime to a [proactive approach to enforcement]( but others argue that there may be different reasons for the decrease, and that upping enforcement comes with downsides. - A spike in pet surrenders this summer has left some [NYC animal shelters overwhelmed]( and at capacity, struggling to stay afloat. - The city’s new budget allocates [$20 million a year to the “Right to Counsel”]( program, which provides free legal representation to tens of thousands of renters. - A car parked too close to rail tracks near Yankee Stadium was [hit by a Metro-North train]( Saturday.
