Here's what else you should know this morning: - It's official: Voters will [get to decide on the 2022 statewide ballot]( whether to impose a new 4% surtax on annual household income over $1 million. The state Legislature voted to add the question to the ballot yesterday. - Today's the day lawmakers on Beacon Hill will begin debating whether or not to permanently loosen mail-in voting restrictions, and extend other pandemic policies. - Boston Pride President Linda DeMarco announced she plans to resign this summer. The leadership change comes after boycotts for more diversity and trans inclusivity within the organization. - Quincy is going to spend more than $100 million to clean up and repair its sewer system so it discharges less waste into waterways, including Boston Harbor. It's part of a deal the city reached with the feds over its Clean Water Act violations. - There was a partial solar eclipse this morning. It peaked at 5:33 a.m. and the sun was almost three-quarters covered by the moon's shadow. My eyes were fully covered by my eyelids so I didn't see it, but this [picture from NBC10 Boston]( makes me wish I woke up a few minutes earlier.
