Some Democratic-led states, including Michigan and Minnesota, moved to expand protection. Details on the price cap are still forthcoming, but will likely involve forcing Russia to agree to lower prices by using the G-7’s collective advantage in transportation networks. It’s unclear if India and China would go along with the plan; Western sanctions mean they’re buying discounted oil.
