TOP NEWS "A huge victory for voting rights and for immigrants’ rights" Smith Collection/Gado/Getty Images - On Thursday, a federal court in New York blocked a Trump administration effort to exclude unauthorized immigrants from a 2020 census count used to allocate congressional seats. [[CBS News / Camilo Montoya-Galvez](] - Trump instructed the Census Bureau in a July memo to report two sets of numbers: a full count of the US population, as usual, and a second count without unauthorized immigrants for the purpose of reapportioning House seats for the next decade. [[CNN / Gregory Wallace](] - In response to an ACLU lawsuit, however, a three-judge panel concluded Thursday that Trump’s order, which could have advantaged Republicans in the reapportionment process, was unlawful. [[Politico / Rebecca Rainey and Matthew Choi](] - The panel’s decision permanently blocks both the Census Bureau and the Commerce Department from reporting any information about “the number of aliens in each State who are not in a lawful immigration status” to Trump, though it may still be appealed. [[NPR / Hansi Lo Wang](] - Thursday’s ruling is a second census loss for the Trump administration this month after a district court judge issued a temporary restraining order to stop the Census Bureau from taking steps to wrap up its count by the end of September. The Trump administration shifted that date to September 30 last month, and a court hearing on the subject is scheduled for next week. A rushed, politicized count conducted in a pandemic could jeopardize that.
