- On Thursday, a federal court in New York blocked a Trump administration effort to exclude unauthorized immigrants from a 2020 census count used to allocate congressional seats. [[CBS News / Camilo Montoya-Galvez](]
- Trump instructed the Census Bureau in a July memo to report two sets of numbers: a full count of the US population, as usual, and a second count without unauthorized immigrants for the purpose of reapportioning House seats for the next decade. [[CNN / Gregory Wallace](]
- In response to an ACLU lawsuit, however, a three-judge panel concluded Thursday that Trumpâs order, which could have advantaged Republicans in the reapportionment process, was unlawful. [[Politico / Rebecca Rainey and Matthew Choi](]
- The panelâs decision permanently blocks both the Census Bureau and the Commerce Department from reporting any information about âthe number of aliens in each State who are not in a lawful immigration statusâ to Trump, though it may still be appealed. [[NPR / Hansi Lo Wang](]
- Thursdayâs ruling is a second census loss for the Trump administration this month after a district court judge issued a temporary restraining order to stop the Census Bureau from taking steps to wrap up its count by the end of September. [[AP / Mike Schneider](]
- Originally, the census was set to conclude this summer, but it was extended through October in response to the coronavirus pandemic. The Trump administration shifted that date to September 30 last month, and a court hearing on the subject is scheduled for next week. [[Axios / Kim Hart](]
- The census determines not just the distribution of political power for the next decade but also the allocation of about $1.5 trillion per year in federal funding. A rushed, politicized count conducted in a pandemic could jeopardize that. [[Politico / Zack Stanton](]
- An inaccurate count is also likely to disproportionately affect some of the countryâs most vulnerable populations, including immigrants and low-income people. [[Vox / Riley Beggin](]
- As Voxâs Nicole Narea reported last month, Trump has repeatedly attempted to interfere with the census, but the courts have repeatedly rebuffed him. In June 2019, the Supreme Court blocked a Trump administration attempt to add a citizenship question to the decennial count. [[Vox / Nicole Narea](]

Britain's new Brexit plan: Break international law
- A Brexit more than four years in the making took a new turn this week when the UK government conceded that its current plan for Northern Ireland was a violation of international law â but stuck by the bill anyway. [[Guardian / Lisa O'Carroll](]
- The Internal Market Bill would cut the EU out of decisions about checks and tariffs to be imposed on goods moving between Great Britain and Northern Ireland, which is part of the UK but shares a border with Ireland (a member of the European Union). [[V]([ox / Jen Kirby](]
- The EU has a stake in those checks and tariffs because goods in Northern Ireland could easily cross the border into Ireland, and thus the EU single market. The UK had previously agreed to determine checks on goods through a joint committee with the EU. [[Vox / Alex Ward](]
- But British Prime Minister Boris Johnson is taking a hard line on the new bill in defiance of that agreement, a decision that has already alienated EU leaders and could imperil an eventual EU-UK trade deal. [[Reuters / William James, John Chalmers, and Kate Abnett](]
- House Speaker Nancy Pelosi also warned Wednesday that Johnson could be putting a future US-UK trade deal at risk. âIf the UK violates that international treaty and Brexit undermines the Good Friday accord," she said, "there will be absolutely no chance of a US-UK trade agreement passing the Congress." "I quite literally have no patience for climate change deniers. It's completely inconsistent, that point of view, with the reality on the ground, the facts as we are experiencing. You may not believe it intellectually, but your own eyes, your own experiences tell a different story."
