The Dow and broader U.S. stock market rallied sharply on Tuesday, even as investors continued to speculate about the health of the economy amid another wave of shutdowns.  All of Wall Street's major indices finished in positive territory. The Dow Jones Industrial Average (DIA) advanced 556.79 points, or 2.1%, to 26,642.59.  After trading sideways midday, the broad S&P 500 Index (SPY) of large-cap stocks rose 1.3% to close at 3,197.52. All 11 sectors advanced.  Meanwhile, the technology-focused Nasdaq Composite Index (QQQ) climbed 0.9% to close at 10,488.58.  The Chicago Board Options Exchange Volatility Index (VXX), commonly known as the VIX, was back on the defensive Tuesday. The so-called "investor fear index" bottomed at 29.21 on a scale of 1-100 where 20 represents the historic average. VIX would eventually settle down 8.3% at 29.52  Stocks experienced a sharp selloff at the end of Monday's session after California confirmed that it was reverting back to shutdown mode. The most populous state has seen a resurgence of COVID-19 cases over the past month. Texas, Florida and Arizona are other major hot spots.  In economic data, U.S. consumer prices bounced back in June, a sign that the economy was slowly recovering from the pandemic. The consumer price index (CPI) rose 0.6% in June, the Department of Labor reported Tuesday.
