The U.S. stock market finished mostly higher on Tuesday, as investors awaited the first round of congressional testimony from Federal Reserve Chairman Jerome Powell.  The Dow Jones Industrial Average (DIA) pared losses to settle flat at 27,691.49.  The broad S&P 500 Index (SPY) of large-cap stocks was back at record highs, gaining 0.2% to 3,091.84. Gains were primarily concentrated in healthcare stocks. On the opposite side of the ledger, energy shares declined sharply.  Meanwhile, the technology-focused Nasdaq Composite Index (QQQ) jumped 0.3% to 8,486.09.  A measure of 30-day volatility known as the CBOE VIX (VXX) edged slightly higher on Tuesday, but remains well below the historic average. The so-called "fear index" briefly traded above 13.00 before consolidating slightly lower. VIX would eventually settle up 0.6% at 12.76 on a scale of 1-100 where 20 represents the historic average.  Fed Chair Jerome Powell will testify before the Joint Economic Committee on Wednesday, where he is expected to comment on monetary policy and the economy. He will report to the House Committee on the Budget the following morning.  Under Powell, the Federal Reserve hiked interest rates in 2018, paused in the first half of 2019 and then reverted to cutting rates during the last three meetings. Fed Fund futures prices suggest the U.S. central bank could be done tinkering with monetary policy until next year.  The Final Word: Powell's testimony kicks off a highly active back-half of the week.
