The U.S. stock market finished mixed on Monday, as investors continued to monitor developments on China trade talks.  The Dow Jones Industrial Average (DIA) edged up 10.25 points, or 0.0.4%, to 27,691.49. The blue-chip index plunged triple digits at the open.  The large-cap S&P 500 Index (SPY) closed down 0.2% at 3,087.01. Eight of 11 primary sectors finished in the red, with health care and utilities leading the declines. Communications services also fell faster than the benchmark index.  Meanwhile, the technology-focused Nasdaq Composite Index (QQQ) settled down 0.1% at 8,464.28.  A rocky open for Wall Street sent the CBOE VIX (VXX) sharply higher on Monday. The so-called "investor fear index" peaked at 13.49 on a scale of 1-100 where 20 represents the historic average. That would have marked the highest settlement in almost three weeks. It would eventually settle at 12.72, having gained 5.4%.  Equity markets were on edge Monday after Peter Navarro, President Trump's assistant and director of the Office of Trade and Manufacturing Policy, pushed back on speculation that the U.S. will roll back Chinese tariffs as part of a partial trade deal.  "There’s no rollback at all. So we need the tariffs there, but the tariffs are really our best insurance policy as well to make sure that the Chinese are negotiating in good faith," he told Yahoo Finance.  The Final Word: Economic data will be back in focus this week with reports on U.S. CPI, industrial production and retail sales scheduled for release.
