The CBOE VIX (NYSEARCA:VXX) whipsawed on Wednesday but eventually settled slightly higher as stocks failed to sustain their intraday rally, a sign that trade-war risks were still lingering. The Chicago Board Options Exchange (CBOE) Volatility Index, commonly known as the fear index, traded between 18.29 and 21.74 on Wednesday.
