U.S. stocks advanced sharply on Tuesday, as investors rallied behind news that Congress was inching closer to a new budget deal that would avoid a second costly government shutdown. All three benchmark indices finished firmly higher. The Dow Jones Industrial Average (NYSEARCA:DIA) surged 372.32 points, or 1.5%, to 25,425.43. The blue-chip index was up more than 400 points earlier in the session. The broader S&P 500 Index (NYSEARCA:SPY) gained 1.3% to close at 2,744.63. Nine of 11 primary sectors finished in positive territory, led by materials and industrials stocks. A total of nine sectors reported gains of at least 1%. The technology-focused Nasdaq Composite Index (NYSEARCA:QQQ) climbed 1.5% to 7,414.62. A measure of implied volatility known as the CBOE VIX (NYSEARCA:VXX) declined on Tuesday, as optimism returned to Wall Street. The so-called “fear index” bottomed at 14.95 on a scale of 1-100 where 20 represents the historic average. VIX settled at 15.30, having dropped 4.2%. That was its lowest since early October. Markets opened sharply higher on reports that Congress had reached a tentative budget deal that would avoid another shutdown. The current stopgap spending bill is set to expire on Friday. Meanwhile, President Donald Trump indicated that he would consider postponing a March deadline for tariffs if the U.S. and China near a trade deal. Negotiations are back on this week in Beijing, though Trump and Chinese President Xi Jinping are not expected to meet before the March 1 deadline. The Final Word: Budget and trade optimism are keeping stocks elevated at the tail end of earnings season. Lawmakers are expected to finalize their budget deal late Wednesday, allowing both the Senate and House of Representatives to vote on the measure.
