Authorities said they chased Jadarrius Rose, 23, for nearly 30 minutes on July 4 before he stopped his vehicle and came out with his hands up. An Ohio State Highway Patrol trooper [is seen on the bodycam video]( yelling multiple times to Circleville Police Officer Ryan Speakman, "Do not release the dog with his hands up!" But Speakman releases the dog, and the animal can be seen biting Rose and pulling on his arm as he screams in pain.
