At a Fourth of July Celebration in 2019, Kayla Cox's daughter Harlee was on a blanket watching the fireworks when a shell fell over and fired at the crowd. Harlee was hit in the neck, and her hair and clothing caught on fire, leading to third-degree burns. âI am not going to lie, I am no longer a big fan of the Fourth of July,â her mother said. âFor me, experiencing this with my child has really affected me. Experts said water wings, or inflatable bands that wrap around a child's upper arms, can slip off or deflate. "If (the floaties) slip down the arm, the child can be stuck with their arms out of the water and face under,â said Dr. Jenelle Ferry, a neonatologist and mom of three in Florida.
