Canadian Press/Jason Franson edmonton shooting [The 16-year-old who killed two Edmonton officers was “very troubled,” a family friend says]( Details are emerging about the shooting last week that left two police officers dead and one woman in hospital, stunning Alberta’s capital. The Star has identified the teenager who allegedly fired the weapon — and then turned it on himself — as 16-year-old Roman Zoltan Shewchuk. According to a friend of his mother’s, he was “very troubled,” and the family’s interactions with the health-care system were “constant.” [Kieran Leavitt, Omar Mosleh and Alex Boyd report on what is known to have led up to the incident.](.
- More: Constables Travis Jordan, 35, and Brett Ryan, 30, were responding to a domestic disturbance call when the teen shot and killed them, police say. Shewchuk’s mother, Katya Nod, was also shot. As of Friday, she was said to be in stable but serious condition.
- Go deeper: “She tried very hard to be a great mother to all three of her children, but it was certainly strained with her youngest,” Nod’s neighbour and friend said.
Rick Madonik/The Star gta [Will Mississauga finally get its “Mexit”? Or will there be a new City of Peel?]( Ontario is planning to review the two-tiered government in Peel Region to determine whether its three municipalities — Mississauga, Brampton and Caledon — should separate or amalgamate to create a single City of Peel. Mississauga Mayor Bonnie Crombie would like to see her city become independent — and save what she estimates to be $1 billion over 10 years — but others worry that dividing the region’s shared resources could be expensive for taxpayers and that Brampton and Caledon would be left to struggle on their own with housing and growth targets. [Noor Javed breaks down both scenarios and what it would mean for the different municipalities](.
- Word from Brampton: If “the province is going to be reviewing the region, I don’t want any funds to be stolen from Brampton,” Brampton’s Mayor Patrick Brown said, referring to infrastructure like water treatment plants in Mississauga that his city uses.
- Word from Caledon: “We believe being part of the Region of Peel, with some improvements to the system, continues to be in the best interest of Caledon,” Caledon Mayor Annette Groves said in a statement, adding that a “new governance structure would mean taking on debt and transitional costs.”
Peter McCabe for the Toronto Star STAR EXCLUSIVE [On border patrol with the RCMP: an inside look at Joe Biden’s and Justin Trudeau’s parallel problems]( Tens of thousands of asylum seekers are entering Canada from the United States via Roxham Road, while U.S. lawmakers say there’s been a sharp increase in migrants entering their country from Canada. Both are struggling with the Safe Third Country Agreement — a bilateral agreement that dictates that migrants should make their asylum claim in the country they reach first. [Allan Woods joins the RCMP as they patrol the border in Quebec, sharing the risks and frustrations they experience](.
- More: The number of people crossing illegally into the U.S. from Canada has increased considerably. Since October, more than 300 people per month have illegally entered the U.S. “Swanton Sector,” which runs along the northern border from eastern New York to New Hampshire.
