Plus, the aftermath of a double homicide in Oshawa and a higher bar for refugee deportation. [The Star] First Up [By Andy Takagi] By Andy Takagi Good morning. Here’s the latest on the aftermath of a double homicide in Oshawa, an impending cabinet shuffle and a higher bar for refugee deportation. DON’T MISS Supplied by Mike Modeste CRIME [Friends and neighbours are in disbelief after a double homicide in Oshawa]( “How can you take two parents from their kids, in one day?” Daryna Sorokina asked when she found out about the double homicide of Andrieana Montgomery and her ex-partner Patrick Montgomery. The man accused of murdering her friend lived in the basement suite with his partner and toddler. The Montgomerys, who had separated but co-parented, are survived by their two sons. [Since their deaths, the community has reeled with shock and grief](. - The aftermath: A GoFundMe campaign, set up by a family friend, has already raised more than $200,000 for the two children left behind. - Unknown motive: Mark Gordon, 30, has been charged with two counts of first-degree murder and is scheduled to appear in court on July 22. A motive is still being investigated and the allegations have not been tested in court. Adrian Wyld /The Canadian Press Federal politics [A cabinet shuffle is coming today as Justin Trudeau picks a replacement for Seamus O’Regan]( Outgoing Labour Minister Seamus O’Regan announced he would be stepping down from his cabinet position and won’t seek re-election, saying he hopes to spend more time with his family after a decade in politics, Alex Ballingall reports. “I need to be a better husband, son, uncle and friend, and this job means, and deserves, a lot of time in order to do it well,” O’Regan said. [Speculation is swirling about who O’Regan’s replacement will be, and what it means for a Trudeau government under scrutiny](. - Shuffling the deck: Liberal MP Karina Gould is expected to return from maternity leave soon, opening up the possibility for her temporary replacement, Quebec MP Steven MacKinnon, to be involved in Friday’s switcheroo. - Hungry for change: [Some Liberal MPs have made a serious push for the PM to change up his cabinet and key players]( to rescue the party’s declining political prospects. - Stay or go? [All the calls for change come amidst a divide amongst party members]( —  those calling for Trudeau to double down and lead the fight against Pierre Poilievre, and others who are calling for new blood at the head of the party. Supplied Immigration [Did Canada use facial recognition software to strip this refugee of his status? A court wants better answers]( The Canada Border Services Agency has to meet a higher bar of evidence disclosure to strip refugees of their protected status and deport them to a possible place of danger. The ruling was made by a federal court in a case that involved the use of photo matching in identification. Abdiqani Ibrahim Ali was nearly deported when CBSA argued he was a Kenyan citizen, not a Somali refugee — even though Ali’s eyes and nose didn’t match the photo of the man border services claimed him to be. The court ruled CBSA must provide more than just assurance that facial recognition technology was not employed. [Here’s how and why the bar has been raised for deporting refugees](. - From Ali’s lawyer: “Many of my clients have darker skin tones and we know there’s higher false positive matches, especially for women, because this technology has been tested mainly on Caucasian men. So it’s problematic.” - See for yourself: Ali recalls being dropped off in Canada by a smuggler, with just $100 US in his pocket, fleeing al-Shabab militants in Somalia. [You can see the two photos used to claim he was a Kenyan citizen in this story by Nicholas Keung](. - By the numbers: [Canada was the fifth largest recipient country of asylum seekers last year]( getting 146,800 new claims in 2023, up from 94,000 the year before. Only the U.S.,  Germany, Egypt and Spain received more claims. WHAT ELSE Widespread technology [outage disrupts flights, banks, media outlets and companies around the world](. CLOSE-UP Andrew Francis Wallace/Toronto Star 60 BIRMINGHAM STREET: Residents may look at the old Campbell Soup factory building in Etobicoke and have shining ideas of a Liberty Village-esque transformation of mixed retail and residential space. While the building’s art-deco facade got a face-lift, it will instead be used as an industrial distribution centre, one that residents oppose with fears of noise and traffic. [Here’s how the building represents the larger tug-of-war between commercial interests and affordable housing](.
