Americans have seemed eager to return to Europe since the EU closed its borders in March 2020, but despite a pledge to welcome vaccinated travelers back, many are locking in summer trips elsewhere, with a strong preference for popular spots within the U.S. While some countries have already suggested that they do plan to reopen, only a few have actually outlined their plans.
