The government-appointed Committee will also run the day-to-day affairs of WFI for the next one month. The other members of the panel are Olympic medallist wrestler Yogeshwar Dutt, former badminton player and Mission Olympic Cell member Trupti Murgunde, ex-TOPS CEO Rajagopalan, and former SAI executive director-teams Radhika Sreeman. The announcement of the panel was made by Sports Minister Anurag Thakur on January 23. Thakur had decided to form the Committee on Saturday following a three-day sit-in protest by some of the country’s top wrestlers including Vinesh Phogat, Bajrang Punia, Sakshi Malik, and Ravi Dahiya against WFI and Singh. For girls from conservative families, “her hijab is her ticket to education”. “Asking the girls to take off their hijab before they enter the school gates, is first, an invasion of their privacy, then it is an attack on their dignity, and then ultimately it is a denial to them of secular education… There shall be no restriction on the wearing of hijab anywhere in schools and colleges in Karnataka,” Justice Dhulia had held. Justice Gupta, in his opinion, had said students need to follow the discipline of wearing the school uniform without any “addition, subtraction or modification”. A student cannot claim the right to wear a headscarf to a secular school as a matter of right. “A girl’s right to express herself by wearing a hijab stopped at the school gate”. But Justice Dhulia countered that school was a public place. It was not correct to draw a parallel between a school and a jail or a military camp. Bombay HC allows married woman to terminate 32-week pregnancy, says ‘the decision is hers’ The Bombay High Court recently allowed a married woman to undergo medical termination of her 32-week pregnancy citing serious foetal abnormalities and said, “The decision is hers, and hers alone to make, once the conditions in the statute are met. The right to choose is the mother’s.” A Division Bench of justices G.S. Patel and S.G. Dige was hearing a plea filed by a woman in January through advocate Aditi Saxena that said the sonography of the foetus showed serious anomalies and abnormalities during a routine medical check up on December 22. Following this, on December 30, a medical board was constituted as required by the Medical Termination of Pregnancy Act. The medical opinion confirmed the diagnosis of anomalies and added the possibility of intellectual disability to the child but said the conditions were not life-threatening. It denied the request for a medical termination of pregnancy in view of the advanced gestation period. The woman, however, said she comes from a humble background and will not be able to provide additional care and meet the expenses of an infant born with such conditions and urged the court to intervene. The court then directed a qualified psychiatrist to assess whether a medical termination of the pregnancy at this stage would pose a physical or mental risk to the woman. The report stated that she has no major medical, obstetric, psychiatric complications at present but considering the advanced gestational age the medical termination of pregnancy is not recommended. However, Advocate Saxena in the court pointed out that the Act does not say what is to happen if a foetal abnormality is detected late in the pregnancy and that the writ jurisdiction of the Court may be invoked. Banks get time till December-end to execute revised agreement with locker holders The RBI on January 23, 2023 extended till December-end the deadline for banks to enter into revised agreements with safe deposit locker holders as a large number of customers are yet to do so. In August, 2021 the Reserve Bank of India (RBI) had asked banks to enter into revised agreements with the existing locker holders by January 1, 2023 in view of various developments in the area of banking and technology, nature of consumer grievances and also the feedback received. “However, it has come to the notice of RBI that a large number of customers are yet to sign the revised agreement…In many cases, the banks are yet to inform the customers about the need to do so before the stipulated date (January 1, 2023),” the central bank said in a statement while extending the deadline for banks to complete the process of renewal of agreements for the existing safe deposit lockers in a phased manner by December 31, 2023. Banks have been asked to notify all their customers of the revised requirements by April 30, 2023 and ensure that at least 50% and 75% of their existing customers have executed the revised agreements by June 30 and September 30, 2023, respectively. Banks also have to facilitate execution of the fresh/supplementary stamped agreements with their customers by taking measures such as arranging stamp papers, electronic execution of agreement, e-stamping, and providing a copy of the executed agreement to the customer. The RBI also said in cases where operations in lockers have been frozen for non-execution of agreement by January 1, 2023, “the same shall be unfrozen with immediate effect”. The August 2021 guidelines pertain to customer due diligence, model locker agreement, locker rent, security of strong rooms, and attachment and recovery of contents in a locker and the articles by any law enforcement authority, among others. The RBI further said there is a need for revision in the Model Agreement drafted by the Indian Banks’ Association (IBA) to fully comply with the revised instructions. “IBA is being advised separately to review and revise the Model Agreement to ensure that it complies with the requirements of circular dated August 18, 2021 and circulate a revised version to all banks by February 28, 2023,” it said in a circular.
