Abdul Rehman Makki, a fundraiser and key planner of the Pakistan-based terrorist outfit Lashkar-e-Taiba (LeT), has been placed on the sanctions list by ISIL and Al Qaeda Sanctions Committee of the UN Security Council (UNSC), after China withdrew its “technical hold” on the move. China had blocked the move in June 2022, insisting that it “opposes terrorism in all its manifestation” at the time. “The actions we take in the 1267 Committee in the UNSC always abide by relevant procedures and rules. China will continue to carry out work in a constructive and responsible attitude,” Chinese foreign ministry spokesperson Wang Wenbin had said in 2022, defending the move. Now, Chinese authorities have argued that the blacklisting is a “recognition” of Pakistan’s record of fighting terrorism. After Makki was blacklisted, Mr, Wenbin said, “The relevant people have been convicted and sentenced by Pakistan. The listing also shows Pakistan’s firm combat against terrorism. It is a recognition.” India put forth five names for designation under the ISIL and Al Qaeda Sanctions Committee during its two-year tenure at the UNSC. All five faced a “technical hold” from China, but the bids were supported by other 14 members of the Security Council. Makki, who is the brother-in-law of LeT chief and convicted mastermind of the Mumbai 26/11 attacks Hafiz Saeed, is wanted for a number of cases of terrorism and terror-financing in India, and has been designated a wanted terrorist by the government. He has been listed as a terrorist by the U.S. The UNSC committee cited seven terror attacks to make a case against Makki, including the December 22, 2000 Red Fort attack, the January 1, 2008 Rampur attack, and the 26/11 Mumbai attacks.
