Two days after the Congress won 40 seats in the 68-member Himachal Pradesh Legislative Assembly, the party announced Sukhvinder Singh Sukhu as the new Chief Minister. Mukesh Agnihotri, who was the Leader of the Opposition in the outgoing Assembly, has been named the Deputy Chief Minister. After two days of deliberations over the names of several contenders, including Pratibha Singh, wife of the late six-time CM Virbhadra Singh, the party high command pencilled in Mr. Sukhu for the top post. It is learnt that a majority of MLAs supported Mr. Sukhu. A party source also confirmed that Mr. Sukhu had received the approval of the top leadership and the CLP was a mere ‘formality’. The swearing-in ceremony is likely to be held today. The Congress made a comeback in Himachal Pradesh, edging out the ruling BJP, which had appeared confident of returning to power. Himachal has seen a bipolar electoral system for more than three decades, with the Congress and the BJP alternately forming the government. Yet again, the voters in the hill State have followed the tradition of throwing out the incumbent after five years of governance. “The Congress’s win in Himachal Pradesh can be attributed to a series of factors which includes its promise of an old pension scheme for 1,50,000 government employees, anti-incumbency linked to the poor performance of the Jai Ram Thakur government, and also intra-party factionalism within the BJP.
