In yet another manifestation of friction between a state government and governor, the Kerala government sought to remove Governor Arif Mohammed Khan as the Chancellor of State universities. It is seeking to replace Mr Khan with ârenowned academic expertsâ. The occurrence builds up on the acrimony between the two entities when the Governor had issued show-cause notices to Vice Chancellors of eight universities in the state. He had alleged violation of University Grants Commission (UGC) norms in their appointment. On November 8, the Kerala High Court had restrained the Governor from passing final orders on the show-cause notices, in his capacity as Chancellor of Universities, until the court takes a call on the writ petition filed by the defendants seeking to quash the notices. In an official statement about its latest move, the State Cabinet noted that the M.M. Punchhi Commission, constituted by the then-Congress-led Union Government to study Centre-State relations, had argued against appointing the Governor as the Chancellor of state universities. The State Govt on Wednesday resolved to request the Governor himself to promulgate an ordinance that would remove him from the position. Should there be a disagreement and the ordinance be withheld, senior CPI(M) leaders stated, the government may introduce a bill to replace him. In a much similar way, the West Bengal Legislative Assembly passed an amendment in June that instituted Chief Minister Mamata Banerjee as the chancellor of state-run universities replacing then-Governor Jagdeep Dhankhar. Keralaâs disagreements with its Governor is not a case in isolation. Members of the Lok Sabha and Rajya Sabha of its neighbouring state Tamil Naduâs ruling party, DMK, signed a memorandum seeking removal of Governor R.N. Ravi.
