The Hindu Newsletter - Newsletter - subject [The Hindu Logo]( [Facebook]( [Twitter]( [Youtube]( [Linkedin]( [Instagram]( Monday 15, March 2021 [alt_text]( Editor's Pick A build-up towards the NPR [alt_text]( (The Editor's Pick is a new newsletter from The Hindu that provides a snapshot of the most important stories from today's edition of our newspaper, along with a note from our top editors on why we chose to give prominence to these stories.) The Hindu has learnt from government sources that there will be an option for people to directly update their [National Population Register](details online. This option will be made available a month before the physical enumeration begins. As per the available information, no documents or biometric details will be sought during NPR. The [NPR is the listing of all persons residing in India](, without going into aspects of their citizenship. NPR details are collected during the first phase of the census, which is the house listing phase. This phase was meant to be held in April last year but was postponed indefinitely due to the pandemic. Though pretests for this phase have been done in select areas and a field trial for the app to be used is ongoing, a clear date is yet to be announced. It is highly unlikely that it will be done this year. This is also the second online facility announced [in connection with the census](. Earlier, The Hindu had reported that the second phase of the census, which is the main population enumeration phase, will have an online component with people able to self-enumerate. The NPR data was first collected in 2010 and updated in 2015. While this dataset by itself appears benign, it has gained some problematic implications since the [Citizenship Amendment Act of 2019](~:text=The%20Bill%20amends%20the%20Citizenship,Sabha%20on%20December%209%2C%202019.) was passed. The concern among many is that as per the Citizenship Rules of 2003, the next step to the NPR is the National Register of Indian Citizens, which seeks out documented Indian citizens from among the population. Read together with the CAA, which automatically grants citizenship to non-Muslim immigrants from neighbouring countries, the NRIC is seen as loaded against Muslims who cannot produce ample documentary evidence of their Indian citizenship. Now, the government has said that the NRIC project is nowhere near takeoff. However, the massive buildup towards the NPR and census project brings the chain of events one step closer. This is what makes the story important. Was this newsletter forwarded to you? Head over to our newsletter subscription page to sign up for Editor's Pick and more.
