The Central government has released guidelines on how the[COVID-19 vaccine administration should proceed]( across the country. The vaccination is to be given first to healthcare workers and then to people over the age of 50, with those over 60 given priority based on situation. The voters list for the Lok Sabha and Assembly election polls has been set as the verifying document for the process. The government had announced earlier that the first phase of the vaccination programme [will cover 30 crore people](. This includes about one crore healthcare workers, two crore frontline workers, 26 crore people above the age of 50 and those below 50 with health complications. The guidelines envisage vaccination teams with doctors, nurses, and assistants along with a police or similar security person. The vaccinations will be given on designated days at a specific location in sessions of 100 people. The Centre is handling the vaccine procurement logistics while the States are handling the delivery. The total time taken for completing the first phase will be dependent on the number of teams in each State, the number of designated days, and vaccine availability. The project will be coordinated digitally on the CO-WIN platform, with people having to register on the app or website for the vaccination. The platform will also be used for tracking vaccine delivery and logistics. As per reports, Aadhar or other identity cards will be necessary to register on the platform. The need for digital literacy, and for Aadhar or other identification that can be crossverified with the voters list, could prove to be a limitation for some vulnerable people who need the vaccine.
