Thanks to massive out-of-state spending on state House of Delegates races, Republicans went from having a 66-34 margin over the Democrats to 51-49, with two races still uncertified and control of the chamber still hanging in limbo thanks to some truly bizarre factors (including a now-dead registrar who may have gone rogue). But setting aside that local story, the real question is if Democrats can duplicate the success they had in Virginia nationally in the next year by targeting local races where they believe they can drive more young, minority, and college graduate voters to the polls.
