The formula is a wet/dry one, where wet application increases the "density and brilliance." For the most part, I did not notice significant differences between dry and damp application, except with the third one, which had the most glitter. I could see this working best with other shades in one's stash, like a few matte shades, perhaps a black or deep brown for more contrast, as it could use more contrast for greater versatility.
