(Nasdaq: [TLRY]() has taken this week, you may be missing out on potentially even more profitable legal cannabis news. But that's what I'm here for - to help you ignore the noise and stay focused on the "signals." On Tuesday, New Jersey's new adult-use cannabis bill - a bill no one outside the halls of the state capital building had seen yet - got leaked. And I think you're going to be very happy with this business-friendly piece of legislation. Before I get into the bill's highlights, let's recall what is at stake here. New Jersey is home to more than 9 million people, making it the 11th most populated state. Plus, it's located between two huge cities with tens of millions more potential customers - New York and Philadelphia. That's put New Jersey on our radar ever since Gov. Phil Murphy began calling for legal marijuana during his gubernatorial campaign last year. The 2018 Annual Marijuana Business Factbook forecast that New Jersey's current medical marijuana sales will come in at $30 million to $35 million this year. That's significantly higher than 2017's $20 million to $25 million take. And New Jersey's bean counters project that once marijuana is fully legalized, it could bring in $300 million to $500 million a year in taxes and license and franchise fees. So it's no wonder that the cannabis companies operating in the state are chomping at the bit to take advantage of this opportunity. As are their investors. Now here's why I really like this bill... --------------------------------------------------------------- [RSVP Now: This live briefing could change your life (this is the ONLY guy we know in the industry who's undefeated)]( --------------------------------------------------------------- As it stands, New Jersey's bill would tax cannabis consumers at just 10%. As far as I can tell, that would be the lowest cannabis tax rate in the nation. Gov. Murphy, though, is supporting a much higher tax rate, 25%. So we'll have to see how this issue plays out in Trenton. But still, 10% is a nice place to start negotiations. As we've seen in Nevada, a low tax rate has led to a successful, lucrative program. That state is expected to haul in 25% more in taxes from cannabis sales between July 2017 and June 2018 than it expected. Compare that to what's happened in California, where consumers can pay up to 45% in taxes on cannabis. These astronomical rates have caused some consumers to stay with or go back to their old illegal dealers. And California tax officials are reporting they raked in just one-third of what they expected in the first quarter of 2018. As New Jersey State Senate President Steve Sweeney put it recently during a radio interview: "My concern is that if we tax it too high, you're going to drive people back into the black market." For his part, Sweeney also wants to eliminate taxes entirely for folks buying medical marijuana, though that would have to be done in a separate bill. Aside from taxes, New Jersey's bill would allow marijuana retailers to apply for a separate authorization to have consumption spaces (call them "cannabis cafés") next to their dispensaries. And customers would be able to have cannabis delivered, as they can in California, Nevada, and Oregon. The bill would also allow for 10% of the total licenses the state approves to go to "micro-licenses" for smaller startups. Now we're not done yet here. This is just a bill that still needs to pass through New Jersey's legislature and get Gov. Murphy's signature. However, we may not have to wait long. Senate President Sweeney says legislators should cast their votes by the end of October. That said, when it comes to cannabis legalization sweeping the nation, New Jersey could represent just the tip of the iceberg. That's because voters will be deciding on numerous legalization ballot initiatives in just a few weeks, on Election Day, Nov. 6. Voters in Michigan will decide on a recreational legalization ballot measure. Utah and Missouri have medical marijuana measures on their ballots. And that's just a few examples of what's going on. When you look across the country, we're talking about the possibility of up to 61.4 million new legal cannabis customers coming online by the end of 2018. That's thanks to legalization efforts moving forward in at least 16 states. ([More details here]().
