What you need to know about California's new weed rules...

[Strategic Tech Investor] November 25, 2017 Dear Strategic Tech Investor, For a while now, we've known when recreational cannabis will go legal in California. That's Jan. 1, 2018. It's a big date that'll be a huge catalyst for legal cannabis investments - and so pot-stock investors should already have it circled on their calendars. Here's what we have not known - the regulations that will govern recreational weed in California... or what legal marijuana stocks will benefit because of them. That just came into much clearer focus. On Nov. 17, the California Bureau of Cannabis Control released 276 pages of regulations that the state's marijuana businesses must abide by starting Jan. 1. Let's take a look at the Golden State's new rules because, as we always say...When laws pass, stocks soar. You just have to know which stocks - and get into them before other folks catch on. We're putting our focus on California now because legalization of recreational marijuana sales will create a $7 billion annual windfall. In fact, the Arcview Group - the best researchers in the business - expect revenue from the U.S. marijuana industry to jump from $6.7 billion in 2016 to more than $21 billion by 2021. Now most of these rules do what we expected them to do. They lay out recreational marijuana business operations - everything from licensing fees and managing the seed-to-sale process... to regulations on where (not near schools) and when (till 10 p.m.) weed can be sold... to security (24-hour video surveillance is required). Then there's some laws that the late-night comedians have been having fun with - but that make sense. For example, "edible products cannot be shaped like a human, animal, insect, or fruit." They're also not allowed to use "aircraft, watercraft... rail, human-powered vehicle [or] unmanned vehicle." Basically, they've got to use vans or trucks, like other "sin" businesses. Even if those laws seem like no-brainers, it's still important to note that California published them now. It lets us know that California is on track to legalize cannabis on Jan. 1. Then there's the set of regulations that really caught my eye. We thought cannabis farms would be limited to a 1- to 4-acre cap. Well, forget that. While the new regulations do place some limits on certain growers, beyond that "there is no limitation for the other categories of licenses." At least that's what California Department of Food and Agriculture spokesman Steve Lyle said in an email to the Los Angeles Times. Here's what that tells me. It allows large businesses to obtain as many licenses as they can afford and threatens the viability of small farmers. But that's what we've been saying here all along. Big business will control this huge and fast-growing industry. Now, no alcohol or cigarette company is going to buy a U.S. grower or producer any time soon - the risk is too high while marijuana remains illegal on the federal level. But such transactions are already happening in Canada, and will happen here eventually, too.
