[@Will_Richmond]( Good morning, I'm Will Richmond at The Providence Journal and this is the Daily Briefing. The state Constitution protects access to Rhode Island's shoreline, but as we know that hasn't stopped fights from breaking out. They may not be fist fights – though some have come close – but legal, shouting and other combative measures have become a little more common in the past couple of years. With more than 200 public access points to the water, getting to the shore can't always come down to a dispute between landowners and water-seekers. But just who is in charge of Rhode Island's shoreline access points? [The Journal's Antonia Farzan takes a town-by-town look at who is responsible for maintaining access. The only constant?]( There is no consistent statewide standard in place. • It may not seem like something that happens often in Rhode Island but a bill working its way through the State House would keep all reports on train fatalities from being made public. It's a measure that advocates say would help protect engineers who at times have no fault when someone steps on front of the tracks in front of a train. Proponents, however, see the bill's language as too broad. [The Journal's Patrick Anderson takes a look at the bill and talks with the sponsors in the House and Senate about why they feel the measure is needed. He also hears from those that have concerns.]( • Are you ready for the solar eclipse in April? Rhode Island will miss the total eclipse, but with about 90% of totality expected it should still be a pretty good show. The concern comes as the Excel Academy appears to be the favorite to occupy the Carl G. Lauro Elementary School, which abruptly closed last year. But are the concerns legitimate?
