[@Will_Richmond]( Good morning, I'm Will Richmond at The Providence Journal and this is the Daily Briefing. While they may not be in a permanent home yet, Rhode Island FC is about to kick off its inaugural year on March 16 at Bryant Universityâs Beirne Stadium in a sell-out. The first game has been years in the making and while the capacity crowd is a great start for the new franchise playing in the USL Championship League there's still that missing piece of the home stadium planned at Tidewater Landing in Pawtucket. While the goal was for the stadium to be ready for opening day, a variety of factors played into the delay. In this week's Political Scene, [The Journal's Patrick Anderson combed through 1,400 pages of stadium-financing correspondence obtained through a public records request to learn more about money going into the facility.]( [The Tidewater Landing soccer stadium in Pawtucket as seen from the east bank of the Seekonk River in October - 10102023] The Tidewater Landing soccer stadium in Pawtucket as seen from the east bank of the Seekonk River in October. Kris Craig/The Providence Journal The emails provide a window into how financing the stadium became so complicated and expensive, and even involved investors on the other side of the world. ⢠As Oregon has second thoughts about decriminalizing drugs, a Rhode Island lawmaker is proposing making possessing small amounts of hard drugs like heroin and cocaine a civil violation. [The Journal's Tom Mooney reports on the proposal from state Rep. Jose F. Batista, of Providence, and why some are opposed.]( ⢠In a matter of months, Providence police racked up more than 1,500 extra hours patrolling the street and were regularly issuing 10 tickets a day on North Main Street. But did it make things any safer? [The Journal's Amy Russo talked with Mayor Brett Smiley and a member of the city's North Main Street Task Force to find out.]( ⢠Call me a Washington County loyalist. I understand the appeal of the term South County, but when it's used interchangeably I'm quick to remind people of the right terminology for Southern Rhode Island. But just how did the region get the name that has become so popular to use? [The Journal's Katie Landeck gets the answer in this week's What and Why RI.]( ⢠Voting is open on this week's Student of the Week poll and with great candidates from Chariho, South Kingstown, East Providence and St. Rapheal's it won't be an easy choice.
