[@Will_Richmond]( Good morning, I'm Will Richmond at The Providence Journal and this is the Daily Briefing. As a kid growing up near Green Hill Pond one of our summer hobbies used to be catching blue crabs. Usually it involved snagging a couple of hot dogs out of the freezer to use as bait, taking the crabbing nets out of the basement and walking down the street to the boat dock where we'd watch them scurry under the boats as we'd attempt to scoop them up. Those we caught we'd toss in a bucket and generally release at the end because it was really more about the fun that went along with it rather than trying to get a meal from them. One thing we never thought about doing was trying to catch them at night. Turns out that was probably a good thing since fishing for blue crabs at night is illegal in Rhode Island â who knew? [Crab2.jpg] A large male blue crab ready to cook. Ian Nance/Ledger correspondent Could this be the year that changes? The Journal's Antonia Farzan reports a bill introduced by Rep. Jennifer Boylan, D-Barrington, would remove that prohibition from state law. It would then be up to the Department of Environmental Management to decide whether the blue crab population can support nighttime crabbing. Why could the law be changed now? [Antonia looks at why there's support and what led to the ban in the first place.]( ⢠Just how does a bill become a law in Rhode Island? There's more to it than just having a debate and voting on what's proposed. There are even some unwritten rules you probably aren't aware of. [In this week's Political Scene, Antonia digs into the process to provide a primer on the process and what exactly happens to those that seem to get a lot of attention to only disappear.]( ⢠Sunday's weather had me thinking of spring and that means longer days are right around the corner. Daylight saving time is almost here and [The Journal's Katie Landeck has all the details, including the latest on federal legislation â sponsored by R.I. Democrat Sen. Sheldon Whitehouse â that would eliminate the need to change the clocks twice a year.]( ⢠From swimming to wrestling to basketball, postseason high school action filled the docket all weekend long and the guys over in the sports department were all over it. [Find all scores, game recaps and find out what's next.]( ⢠It's time once again to vote for the Providence Journal Student of the Week. "Blowing the whistle on wrongdoing is an act considered by many to be of true courage and integrity, yet it is fraught with daunting risks. Retaliation by employers or coworkers can escalate to job termination, demotion, and even harassment. Such intimidating repercussions often silence potential truth-tellers, allowing illegal or unethical conduct to persist in the shadows of our institutions." [Federal-Lawyer.com]( surveyed 3,000 employees to ask a hypothetical question: "Would you put your career on the line, facing possible legal consequences, to call out malpractice in your organization?" In Rhode Island, 67% of employees said they would be prepared to whistleblow, which is above the national average of 50%. [TODAY'S WEATHER]( âï¸ Considerable cloudiness. Highs in the low 50s.
