Now that everyone has caught their breath following the surprise announcement that U.S. Rep. David Cicilline is leaving Congress to become the head of the Rhode Island Foundation it's time to start wondering about what's next for the non-profit that makes decisions on distributing millions of dollars throughout the state. It's certainly a question worth pondering as Cicilline brings with him a history of concern around his fiscal management as mayor of Providence, including reporting a surplus while the city was experiencing a $180-million deficit.
