For months the pallet shelters in Providence have sat unused, waiting to become a piece of the solution to the state's housing problems for the homeless. While having them ready for winter wasn't a reality there was hope the shelters would be online in the spring, now is it possible the 45 small homes could open this year for those in need? The Journal's Patrick Anderson checked in with the organization leading the effort along with state officials to find out more. So what's the holdup? Rhode Island ranks eighth among states with the highest survivability score.
