[Tennis star inspires new rules](

Serena Williams, previously ranked No. 1 by the Women's Tennis Association, won another match this week:[The WTA announced changes to the rules about tennis players' dress and rank]( â partly in response to what Williams went through when she returned to the tennis court after her maternity leave.
Also, the grief and loss tied up in Azerbaijan's bitter Nagorno-Karabakh war with Armenia is central to the political propaganda of Azerbaijan's authoritarian regime. Over a million Azerbaijanis were displaced, and President Ilham Aliyev has pledged to retake territory that belonged to the country during the Soviet era. But when it comes to compensation, the Azerbaijani president appears to have made a promise that his[oil-rich state is either unable or unwilling to keep.](
And on Dec. 12, a gunman opened fire on shoppers at the famous Christmas Market in Strasbourg, France. Five people were killed and 11 wounded, according to media reports. The shooting grabbed headlines around the world. [But do such terror attacks actually work?](
