Jay Timmons leads the National Association of Manufacturers. He says the rules are even stricter than Europe's. He claims they will make it very hard to build new factories in many parts of America. Timmons thinks up to 1 million manufacturing jobs could be lost. He says states like Michigan will be hurt most. New investments there may dry up. That would affect the whole state's economy.
