The nonprofit, which enjoys access to top conservative politicians, including Donald Trump, and lobbies for Christian-centered policies, says it furthers research and education on family-related issues “from a biblical worldview.” In its reclassification application to the IRS, the council called itself an association of churches, although its website does not list any of the 40,000 churches that it said make up the association. The new designation exempts the organization from public disclosure of its finances through the informational tax Form 990. When its former parent organization, Focus on the Family, was reclassified as a church in 2016, “it said it made the switch largely out of concern for donor privacy, noting that many groups like it have made the same change.” Although at least one critic said the IRS should have rejected the gambit, other experts said the IRS is loath to make “judgments about defining religion” and spends little time scrutinizing whether charities’ political activities stay within the legal limits.
