It plunged into the ocean off Sokcho, 16 miles south of the border and 35 miles from the mainland. While this technically put it outside South Korean territorial waters, Seoul viewed it as an “effective territorial invasion” and responded by launching three missiles of its own, which landed a similar distance north of the demarcation line.
