In what appeared to be a Ukrainian hit, a Russian ammunition depot in Crimea was rocked by explosions. And the Department of Justice filed court papers opposing the unsealing of the Mar-a-Lago affidavit. All this and more in today’s PDB. [Take The Quiz]( IMPORTANT Mr President? Ruto Declared Kenya’s President Despite ‘Electoral Offenses’ Just before the winner of last week’s election was announced, four of the seven electoral commissioners held a press conference distancing themselves from the result, citing “the opaque nature of how the last phase has been handled.” Minutes later, on the other side of Nairobi, commission chairman Wafula Chebukati announced that William Ruto had beaten Raila Odinga by 50.5% to 48.9%. Ruto dismissed the divisions on the commission as a “sideshow” and promised “transparent, open, democratic government.” Odinga’s expected to lodge a court challenge. “It is not over till it is over,” [tweeted his running mate](, Martha Karua. (Sources: [AP](, [Nation](, [Bloomberg]() Target Giuliani Told He Could Face Charges in Georgia Election Inquiry Prosecutors informed Rudy Giuliani Monday that he was a target in the criminal investigation into election interference in the Peach State. This doesn’t mean he’ll definitely be indicted, but it’s not good news for a man who’s already among the accused in civil suits brought by voting-machine manufacturers Dominion and Smartmatic. Giuliani is scheduled to appear Wednesday before the special grand jury hearing evidence in the Georgia case. But lawyer Robert Costello warned that his client would be invoking attorney-client privilege: “If these people think he’s going to talk about conversations between him and President Trump, they’re delusional.” (Source: [NYT]() Boom! Explosions Rock Russian Ammo Depot in Crimea A week after blasts destroyed several Russian fighter jets at an air base in Crimea, a Russian military base has suffered what appears to be another humiliating attack. A senior Ukrainian official speaking anonymously to the New York Times said that “an elite Ukrainian military unit operating behind enemy lines” was responsible for today’s explosion. Kyiv hasn’t publicly claimed responsibility for the attack, which [sent up massive fireballs](, but an adviser to President Volodymyr Zelenskyy called it “demilitarization in action.” Russian officials said a fire triggered the blasts. Crimea had previously been out of reach of Ukrainian attacks — but that seems to have changed. (Sources: [NYT](, [BBC]() Lips Sealed DOJ Says Releasing Trump Affidavit Would Jeopardize Investigation Days after voluntarily [releasing the Mar-a-Lago search warrant and receipt list of materials seized](, senior prosecutors formally asked a federal judge not to release the affidavit used to secure the warrant. “There remain compelling reasons, including to protect the integrity of an ongoing law enforcement investigation that implicates national security, that support keeping the affidavit sealed,” reads the filing. It argues that the affidavit contains “highly sensitive information about witnesses, including witnesses interviewed by the government; specific investigative techniques; and information required by law to be kept under seal.” Several news agencies had asked the courts to unseal the affidavit. (Source: [The Hill]() Briefly Here are some things you should know about today: Judgment call. Dr. Ricardo Cruciani, a prominent neurologist convicted last month of sexually abusing patients, has died by apparent suicide in a New York City jail. “I take comfort knowing he now faces another judge,” said Terrie Phoenix, a victim who testified against Cruciani. (Source: [Daily Beast]() Endgame. Polls suggest Liz Cheney will lose her Wyoming primary by a landslide Tuesday. If she is defeated by Trump loyalist Harriet Hageman it’ll mark a major victory for the former president. (Source: [NPR]() Bad to worse. Further flooding has hindered efforts to rescue 10 Mexican coal miners who’ve been trapped underground for more than a week. (Source: [Al Jazeera]() INTRIGUING Standing By Bystander Training Teaches us How to Respond to Bias and Bigotry Society is more attuned to bigotry and bias than ever. But noticing insensitive behavior is very different from calling it out. Enter bystander training, which uses role-play, group discussions and virtual-reality scenarios to teach witnesses how to step in. Depending on where the incident takes place and what power dynamics are at play, it may make sense to use humor to redirect the conversation instead of calling out the offender’s behavior. Sometimes, safety concerns mean reporting the incident is the only option. And even when a direct confrontation is the best route, experts still advise trying to keep things positive. (Source: [Nature]() Shanghai Surprise Ikea Shoppers Scramble to Escape Flash COVID Lockdown When a close contact of a child who’d tested positive for COVID-19 visited the store in Shanghai’s Xuhui district, authorities ordered a flash lockdown. Clearly unimpressed with the prospect of spending 48 hours with only flat-pack furniture for company, a group of shoppers made a dash for safety. A video shows about twenty people forcing their way through an exit as officials desperately try to close the doors. Snap lockdowns are part of China’s zero-COVID policy: in March, patrons had to spend [three days in a hotpot restaurant](. Offices, gyms and a beauty expo have also been summarily barricaded. (Source: [BBC]() Bad Dolphin At Least 6 People Injured in Separate Attacks in Japan Beachgoers in Fukui prefecture have been warned to avoid dolphins after a spate of attacks — including one that required 14 stitches to repair. Authorities believe the culprit is a single adult bottlenose dolphin. “There are certain body parts where dolphins don’t like to be touched, like the tip of their nose and their dorsal fin,” said Masaki Yasui. “I’d heard about the dolphin on the news and was going to get out of the water immediately if I saw it,” said a man who was bitten on his arm. “But by the time I noticed it, it was right next to me.” (Source: [The Guardian]() Panda-monium Red Panda Home Safe After Escaping Australian Zoo Arranged marriages can be problematic. Ravi the red panda was moved to Adelaide Zoo last week as a potential mate for Mishry. But by Friday [the cat-sized Himalayan herbivore]( had disappeared. At first staff thought he was within zoo grounds. But then Ravi was spotted chilling in a fig tree in the neighboring botanical gardens. Zookeepers tried to lure him down with bits of bamboo and corn, but eventually resorted to darting him. He was then caught in a blanket and transferred to an animal hospital. Ravi won’t be allowed back in his enclosure until they’ve figured out how he escaped. (Source: [AP]() Turning a Corner? Griner Appeals Conviction as Prisoner Swap Looks Increasingly Likely Brittney Griner’s lawyers lodged an appeal alleging “serious procedural violations during detention, extraction of physical evidence, arrest and investigation” that could have resulted in an acquittal despite her guilty plea. The appeal’s expected to take at least three months to process — by which time Griner may be back in the States. A high-ranking Russian diplomat said that negotiations regarding a possible prisoner swap were already underway. President Biden is believed to have offered to release the Russian arms dealer Viktor Bout in exchange for the safe return of Griner and Paul Whelan — a former U.S. Marine convicted of espionage charges.
