In 2021, the system was upended for weeks after a powerful winter storm bombarded Mississippi with snow and ice, causing pipes and water mains to burst. “They like to do a lot of patchwork, and it comes to a time where patchwork doesn’t do it,” Deandra Coleman said as she waited in her car outside a water distribution site. At Jackson State University, a historically Black institution with a campus not even two miles from the State Capitol, administrators moved to virtual classes, brought in portable restrooms and had a considerable stash of bottled water available, as members of the university’s dining staff had learned from past experience to squirrel away as much as they could for the next inevitable disruption in city service. “Unfortunately but fortunately, we have become veterans of this,” said Thomas K. Hudson, the president of Jackson State, who grew up in the city. “We have an idea of exactly what needs to happen almost intuitively.” Mr. Hudson said that by Tuesday afternoon, it seemed that water pressure had modestly increased in some places on campus, which bolstered his optimism.
