It also mostly drowned out another announcement on trade policy, one the Biden administration had hoped would send a major signal that it was breaking from the past. Katherine Tai, the U.S. trade representative, told the A.F.L.-C.I.O. during a speech today that the White House was working to put workers first in its negotiations with its trading partners, a shift from the usual focus on macroeconomics and business interests. In her speech, Tai said the previous approach had âcreated a trust gap with the public about free trade.â âWe want to make trade a force for good that encourages a race to the top,â Tai said. âThe first step to achieving this goal is creating a more inclusive process. After the address this morning, Jeanna (who was also busy covering the inflation news) spoke to me about what the trade representativeâs announcement means â and what the administration would need to do to make good on the commitment. Focusing on the distributional impacts of trade, and especially on what it means for workers at home and abroad, is a shift that has really started in recent years. If the Biden administration can make meaningful changes here, that would be a big deal, but I think how sweeping those could practically be remains a major question. This lines up with a broader shift in economic priorities that this administration has sought to communicate to the public. That includes [handing cash payments](~/AAAAAQA~/RgRipR69P0TxaHR0cHM6Ly93d3cubnl0aW1lcy5jb20vMjAyMS8wNS8xMy9idXNpbmVzcy9oZWFsdGgtaW5zdXJhbmNlLWNhc2gtQmlkZW4uaHRtbD9jYW1wYWlnbl9pZD01NiZlbWM9ZWRpdF9jbl8yMDIxMDYxMCZpbnN0YW5jZV9pZD0zMjcxNCZubD1vbi1wb2xpdGljcy13aXRoLWxpc2EtbGVyZXImcmVnaV9pZD03NzY3NDk1MiZzZWdtZW50X2lkPTYwMzg1JnRlPTEmdXNlcl9pZD1hYTQ5MWVmN2YxZDk2NGU0OTc5ZmI3ODRlNzRlMDFkN1cDbnl0Qgpgwr2ZwmBC50psUht0cmlzdHJhbWJhbGR3aW45MEBnbWFpbC5jb21YBAAAAAA~) directly to Americans through the stimulus, and the Fedâs stated emphasis on [reaching full employment](~/AAAAAQA~/RgRipR69P0T9aHR0cHM6Ly93d3cubnl0aW1lcy5jb20vMjAyMS8wMS8xOC9idXNpbmVzcy9lY29ub215L2Z1bGwtdW5lbXBsb3ltZW50LWZpc2NhbC1wb2xpY3kuaHRtbD9jYW1wYWlnbl9pZD01NiZlbWM9ZWRpdF9jbl8yMDIxMDYxMCZpbnN0YW5jZV9pZD0zMjcxNCZubD1vbi1wb2xpdGljcy13aXRoLWxpc2EtbGVyZXImcmVnaV9pZD03NzY3NDk1MiZzZWdtZW50X2lkPTYwMzg1JnRlPTEmdXNlcl9pZD1hYTQ5MWVmN2YxZDk2NGU0OTc5ZmI3ODRlNzRlMDFkN1cDbnl0Qgpgwr2ZwmBC50psUht0cmlzdHJhbWJhbGR3aW45MEBnbWFpbC5jb21YBAAAAAA~). From a political standpoint, how much does this reflect an attempt to speak directly to the concerns of working-class voters, in ways that previous administrations havenât? The cash payments to American workers and families started under the Trump administration, and the Federal Reserve is politically independent. The central bankâs increased focus on full employment has really been a product of a relatively low-inflation era, which gave it more room to work on labor market outcomes. But it is clear that a focus on workers has intensified across recent administrations, Democrat and Republican alike. I suspect that some of that is driven by economics and cold hard facts: Laborâs share of the nationâs income has been falling for a long time now, this is a democracy, and voters have taken note. When we talk about economic prosperity, whom that prosperity is accruing to â everyone or just an elite few â is increasingly a big part of the debate. As Tai reworks the countryâs approach to trade, what will you be watching for? Ambassador Tai mentions in the speech that the administration will look to use meetings in Europe next week to make a start on ânew standards to combat the harmful industrial policies of China and other countries that undermine our ability to compete.â I think it will be interesting to see what comes of that, and to see how much the administration can do to insist upon worker protections in trading partners, like China, where the United Statesâ desires and priorities hold less sway. The Defense Department recently added a deputy inspector general for diversity and inclusion and supremacist, extremist and criminal gang activity. In February, Defense Secretary Lloyd Austin III ordered the military to examine extremist activity in its midst and to ask troops for their views. Earlier, Austin had revoked a ban on diversity training for the military, and yesterday, he spoke at a Pride Month celebration at the Pentagon. Its active wars ending, its ranks both smaller and more diverse and its talent needs shifting, the Pentagon is embracing ideas like inclusion and adopting many of the efforts long used in the private sector to recruit and retain women and people of color. Yet while many inside and outside the military have embraced the effort as overdue, some Republican lawmakers and influential conservatives are mounting an inchoate but increasingly loud protest and promoting the idea that the armed forces are becoming the latest pawn in Americaâs culture wars. In stoking opposition, those critics say the Pentagonâs policies amount to imposing a liberal, and in some cases unpatriotic, worldview on the armed forces. At a Senate Armed Services Committee hearing on the military budget on Thursday morning, Senator Tom Cotton, Republican of Arkansas, grilled Austin as to whether he believed that the military âis a fundamentally racist organization.â He ticked off a long list of complaints he said his office had received from service members about mandatory training sessions on âpolice brutality, white privilege and systemic racism.â Austin responded that he did not believe the military was racist but defended the departmentâs policies. âDiversity, equity and inclusion is important to this military now and it will be important in the future,â he said. At times cutting off Austin when he tried to reply, Cotton warned, âWeâre hearing reports of plummeting morale, growing mistrust between the races and sexes where none existed just six months ago, and unexpected retirements and separations, based on these trainings alone.â How widely [those views are actually held](~/AAAAAQA~/RgRipR69P4RQAWh0dHBzOi8vd3d3Lm5hdGlvbmFscmV2aWV3LmNvbS8yMDIxLzA2L3RoZS1wcm9ibGVtLXdpdGgtYS13b2tlLW1pbGl0YXJ5L2FtcC8_X190d2l0dGVyX2ltcHJlc3Npb249dHJ1ZSZjYW1wYWlnbl9pZD01NiZlbWM9ZWRpdF9jbl8yMDIxMDYxMCZmYmNsaWQ9SXdBUjBpQ0x6cE1UTHlFQl91b2UwTVBnUlBsc082cXdKMGFkNVV3a0FYa3J5aFg1bUprQ1ZiVzNTbkNJSSZpbnN0YW5jZV9pZD0zMjcxNCZubD1vbi1wb2xpdGljcy13aXRoLWxpc2EtbGVyZXImcmVnaV9pZD03NzY3NDk1MiZzZWdtZW50X2lkPTYwMzg1JnRlPTEmdXNlcl9pZD1hYTQ5MWVmN2YxZDk2NGU0OTc5ZmI3ODRlNzRlMDFkN1cDbnl0Qgpgwr2ZwmBC50psUht0cmlzdHJhbWJhbGR3aW45MEBnbWFpbC5jb21YBAAAAAA~) among service members in an increasingly politically diverse military is impossible to know.
