Trump, the 2016 presidential campaign never really ended. His pugilistic, freewheeling tone in the Oval Office has basically felt of a piece with his language as a candidate — far more than it has been in line with presidential tradition. But as we move into the 2020 campaign, Trump’s actions are starting to remind us that, no, we have not quite been dealing with Candidate Trump these past three years. Now, behind in the polls with less than six months until Election Day, he’s back. - The difference is that he’s now speaking as the president — and doing it from the White House. On Tuesday, addressing reporters in the Rose Garden, Trump again pushed a debunked conspiracy theory suggesting that the MSNBC host Joe Scarborough murdered an aide in his office nearly 20 years ago, when he was a member of Congress. “It’s certainly a very suspicious situation,” Trump said. “Very sad, very sad and very suspicious.” The family of the woman, Lori Klausutis — who died after a heart condition caused her to fall and hit her head on a desk, while Scarborough was 800 miles away — [pleaded with Twitter last week to remove a series of tweets from Trump](~/AAAAAQA~/RgRgsMwcP0T1aHR0cHM6Ly93d3cubnl0aW1lcy5jb20vMjAyMC8wNS8yNi91cy9wb2xpdGljcy9rbGF1c3V0aXMtbGV0dGVyLWphY2stZG9yc2V5Lmh0bWw_Y2FtcGFpZ25faWQ9NTYmZW1jPWVkaXRfY25fMjAyMDA1MjcmaW5zdGFuY2VfaWQ9MTg4MzYmbmw9b24tcG9saXRpY3Mtd2l0aC1saXNhLWxlcmVyJnJlZ2lfaWQ9Nzc2NzQ5NTImc2VnbWVudF9pZD0yOTI3MSZ0ZT0xJnVzZXJfaWQ9YWE0OTFlZjdmMWQ5NjRlNDk3OWZiNzg0ZTc0ZTAxZDdXA255dEIKACgcR85eXn-P9FIbdHJpc3RyYW1iYWxkd2luOTBAZ21haWwuY29tWAQAAAAA) supporting the theory. That warning linked to a page containing bulleted messages refuting some of Trump’s claims on mail-in voting. This campaign season, Trump will be speaking from the bully pulpit of the Oval Office — but he may also be confronted with a news media and tech companies that are more willing to call him out on his inaccuracies. Whether that will make any difference in today’s choose-your-own-reality political age is an open question. - At the same news conference yesterday, Trump pushed a new policy that will cut the price of insulin for patients using Medicare. And he was not shy about saying that this, too, was part of his accelerating re-election campaign. “I hope the seniors are going to remember it,” he said, before taking a swipe at Joe Biden, his likely Democratic opponent. “Biden is the one that put us into the jam, because they didn’t know what they were doing. They were incompetent,” he said, referring to the architects of the Affordable Care Act. Trump’s approval rating among Americans 65 and over has flagged recently, and he now trails Biden in most polls among the oldest voters. The new guidelines cap monthly insulin payments at $35 for all Medicare patients. - Three senators suspected of profiting off inside information at the start of the coronavirus outbreak will not be charged with insider trading, the Justice Department announced yesterday. Senators Kelly Loeffler, a Georgia Republican; James M. Inhofe, an Oklahoma Republican; and Dianne Feinstein, a California Democrat, all sold off hefty amounts of stock in late January or early February, when the Senate was receiving confidential briefings on the soon-to-be pandemic. There’s one senator who isn’t out of the woods yet, though: Richard Burr, Republican of North Carolina, whose stock sales in mid-February have raised eyebrows at both the Justice Department and the Securities and Exchange Commission. F.B.I. agents recently seized Burr’s cellphone, and law enforcement officials appear to be moving forward with an investigation. When the owner said that wasn’t possible, Mallory asked if it would make a difference that he was married to the governor, according to the dock operating company, which was apparently peeved and retold the story on Facebook in a post that has since been deleted. Republicans pounced. Some noted that Whitmer had said last week that even though the state’s lockdown rules had been relaxed, Michiganders should be cautious about converging on Lake Michigan beach towns with fewer hospital beds that could not accommodate a surge in coronavirus cases. “There can’t be two sets of rules, one for the people of Michigan and another for the governor,” said the Michigan Republican Party chairwoman, Laura Cox. “Using your wife’s political office to score favors is not a laughing matter.” Whitmer said Tuesday that her husband had been trying to make a joke that wasn’t particularly funny. “Knowing it wouldn’t make a difference, he jokingly asked if being married to me might move him up in the queue,” she said. “He thought it might get a laugh. It didn’t. And to be honest, I wasn’t laughing either when it was relayed to me, because I knew how it would be perceived.
