The strips were Velcro, so they were easy to take on and off. Sometimes they would just put black tape over their names, so they were obscured. The reason for this, we were told, was for their protection, so the detainees couldn’t tell who the Americans were and take revenge on them and their families back home. That idea seemed a bit far-fetched to me, to be honest. But it was certainly in line with the intense security we saw everywhere at Guantánamo. So I was surprised when I later learned that the guy who instituted the name-tape protocol 22 years ago now wishes he hadn’t. Michael Lehnert, the retired Marine Corps general who was the first commander of the original prison at Guantánamo, Camp X-Ray, told me that the soldiers (not the Marines — he was careful to point out it was the Army guys) had come to him and said they were scared the prisoners would go after their families. “They were afraid, and, you know, I didn’t want my soldiers afraid, but at the same time, you know, the idea of Ahmed coming to West Virginia, the hills of West Virginia, to kill his family, I thought was a little bit bizarre.” The problem with granting the guards anonymity, Lehnert told me, was that some of them then felt comfortable abusing the prisoners. They couldn’t be held accountable. He said it was the decision he regretted the most from his time at Guantánamo. Soldiers at the war court get sweeping anonymity and often remove the name tapes on their uniforms. Doug Mills/The New York Times The name-tape practice persisted, and over time it became part of Guantánamo policy. Three years after Lehnert left Guantánamo, a Moroccan prisoner named Ahmed Errachidi complained to Col. Mike Bumgarner, the prison commander at the time, about the guards covering their name tape. Errachidi said he explained why the anonymity was problematic, that the guards were free to abuse the prisoners without consequence. So he proposed a solution: the guards could replace their names with numbers. “Soon as I said that, his eye popped out,” Errachidi told me. “I could see that he was, he was, you know — he was impressed.” This was the start of a dialogue between Errachidi and Bumgarner, which led to a few improvements in the quality of life for the prisoners, and a brief period of calm in the prison, before everything went haywire, as you’ll hear in [Episodes 5 and 6](~/AAAAAQA~/RgRoBWZ8P0ToaHR0cHM6Ly93d3cubnl0aW1lcy5jb20vaW50ZXJhY3RpdmUvMjAyNC9wb2RjYXN0cy9zZXJpYWwtc2Vhc29uLWZvdXItZ3VhbnRhbmFtby5odG1sP2NhbXBhaWduX2lkPTI5MyZlbWM9ZWRpdF9zZV8yMDI0MDQxOSZpbnN0YW5jZV9pZD0xMjEwNDImbmw9c2VyaWFsJnJlZ2lfaWQ9MjA4NDEwNTg5JnNlZ21lbnRfaWQ9MTY0MjcxJnRlPTEmdXNlcl9pZD0zYTUwN2ZmNWZmMzc1YmEzY2FlOTIxZDM1MzEzYjdjZFcDbnl0QgpmIHzhImYT9xzmUht0cmlzdHJhbWJhbGR3aW44OEBnbWFpbC5jb21YBAAAAAM~). Col. Bumgarner agreed to Errachidi’s proposal, and the guards began wearing numbers into the prison in place of their names. In 2015, when Sarah and I toured the prison, that was still the practice, at least for the guards. Errachidi was released in 2007. He’s a chef in Tangier, Morocco, where he owns two restaurants. He likes to point out that he, once an accused terrorist, contributed to the design of the American military uniform.
