That might sound like a desperate ploy from one country under attack by the other, but it isn't as farfetched as it seems, [Hayes Brown says.]( Russia took the seat that had been occupied by the U.S.S.R., but "neither the Security Council nor the General Assembly ever voted to approve Russia's membership," Brown writes. The question of Russia's membership hinges on whether Russia is a continuation of the Soviet Union or a successor state. "It's unlikely such a momentous shift in the international order" will happen, especially quickly, but "it's a fascinating can of worms that Ukraine has opened."
