Plus, the House adopted a war powers resolution with the aim of limiting President Trump’s military actions against Iran. [View in browser]( [Image]( January 10, 2020 Recent headlines: - U.S. intelligence officials have evidence that suggests that the Ukrainian plane that crashed in Iran on Wednesday, killing 176 people, was [shot down by an Iranian missile](, likely by mistake, multiple officials told NBC News. A Western intelligence official told NBC News that there was high confidence that the plane was felled by an accidental missile strike. The source, who receives high level briefings from U.S. intelligence agencies, says the evidence includes satellite imagery and communications intercepts. Investigators from Iran's Civil Aviation Organization have offered no immediate explanation for the disaster. President Donald Trump, when asked Thursday for his thoughts on what happened to the jet, [said](, "Well, I have my suspicions." [Canadian Prime Minister Justin Trudeau]( said his nation's intelligence sources also pin blame on Iran for what might be an "unintentional" missile attack. At least 63 Canadians died in the crash. - The [House adopted a war powers resolution]( with the aim of limiting President Trump’s military actions against Iran. The adoption of the measure on a largely party-line vote came amid heightened tensions between the two countries after the United States killed a top Iranian general and Iran retaliated with a ballistic missile attack against Iraqi airbases housing U.S. forces. Before the vote, Speaker Nancy Pelosi said the resolution would send a clear statement that Trump should not take further military action against Iran without approval from Congress. - [NBC News' Shannon Pettypiece and Monica Alba](report that at Trump's first campaign rally of 2020 in Ohio, Trump said he hadn't had time to call Speaker Pelosi before the killing of Iranian Maj. Gen. Qassem Soleimani, adding that "she is not operating with a full deck now." He then acted out a parody of how House Intelligence Committee Chairman Adam Schiff might leak the planned killing of Soleimani to reporters. "Schiff is a big leaker, you know, he leaks like crazy," Trump said, claiming that Democrats "want us to tell them so that they can leak it to their friends in the corrupt media." - Speaker Pelosi [won't budge]( on sending impeachment articles to the Senate, despite how some Democrats in the House and Senate have joined Republicans calling for her to send the articles of impeachment against President Trump to the Senate. “No, I’m not holding them indefinitely," Pelosi [told reporters]( during a press conference Thursday. "I will turn them over when I’m ready, and that will probably be soon.” IN CASE YOU MISSED IT: VIDEOS [Image]( [Iran plane crash apparently the consequence of stoked hostilities]( Rachel Maddow notes new reporting that the Ukrainian passenger jet that crashed in Iran this week was likely shot down by an Iranian anti-aircraft rocket, likely by mistake, in the tense aftermath of Iran having launched missiles in retaliation for Donald Trump ordering the killing of their top general. What keeps the House from adding more witness testimony since Pelosi hasn’t yet sent the impeachment papers to the Senate? MSNBC Correspondent Garrett Haake: Hey Bill, technically speaking there's nothing preventing the Intel committee in the House from subpoenaing Bolton right now. A few days ago, Adam Schiff told reporters that he hadn't ruled that out, but that he thought the most effective place for Bolton to testify would be in the Senate. That's true for two reasons. First, Bolton said he would testify in the Senate, since impeachment is technically their constitutional prerogative now. It doesn't matter that the House hasn't sent the articles, they're done with them. Bolton would therefore fight the subpoena in the House. Secondly, an appearance by Bolton at a Senate trial probably carries more weight than another House hearing. The House hearings have been tarnished by their partisan appearance. On the senate floor, expect the proceedings to have a bit more serious air. So while nothing is *technically* stopping the House from calling Bolton, it just doesn't make the most sense right now.
