DAY 978 OF THE TRUMP ADMINISTRATION
On Tuesday, House Speaker Nancy Pelosi made a historic move to [initiate impeachment proceedings against the President of the United States](. The Speaker's decision comes after months of caution, and could result in Donald Trump becoming just the third president in history to be impeached.
[Speaker Pelosi said]( the presidentâs growing Ukraine scandal marked a "breach of his Constitutional responsibilities."
"This week the president has admitted to asking the president of Ukraine to take actions which would benefit him politically... The actions of the Trump presidency revealed the dishonorable fact of the president's betrayal of his oath of office, betrayal of our national security, and betrayal of the integrity of our elections," she continued.
[Heidi Przybyla and Adam Edelman report:](
Pelosi said she was formally directing the House's six committees that have jurisdiction over impeachment, oversight and other related matters to "proceed with their investigations under that umbrella."
Pelosi's change of heart comes as dozens of House Democrats â [now more than two-thirds of the caucus]( â have come out in support of an impeachment inquiry.
Trump responded on Twitter within moments of Pelosiâs announcement, calling it âWitch Hunt garbage.â
"I think Pelosi's structure of this-- all six committees are involved now in the inquiry-- is designed to allow sharing of information from one committee to another that otherwise might not be easy to do," said Lawrence O'Donnell.
"The Ways and Means committee, if they have information, will be in the form of Trump tax returns, eventually. [The structure], it's designed to facilitate sharing. Although, ultimately, the impeachment committee is the House Judiciary Committee. There's no constitutional way around that," O'Donnell adds.
"There are not many precedents in history for how to do this. [It hasn't happened many times](," said Rachel Maddow. "But according to House Financial Services Committee Chair Maxine Waters... she thinks this is [going to happen to very fast.]("

QUOTE OF THE DAY
âAmerican history turned a corner today. We know the road we're on now. We know the name of the street. It's Impeachment Street. We don't know how far it goes, we don't know how it ends.â
â Lawrence O'Donnell, in conversation with Rachel Maddow on MSNBC
WHAT'S NEXT
President Trump has promised to [release the transcript]( of his call with the Ukrainian president Volodymyr Zelensky Wednesday, the same day the two men will hold their first face-to-face meeting in New York.
Meanwhile, a senior administration official tells NBC News the White House is preparing to give Congress the whistleblower's complaint by Thursday. The release had been blocked by Acting Director of National Intelligence, Joseph Maguire.
