The deal does not include the president's sought-after $5.7 billion in border wall funding, which triggered the last shutdown. At issue now is a provision to give back pay to federal contractors affected by last month's government shutd own. “I’ve been told the president won’t sign that,” Sen. Roy Blunt, R-Mo., [told reporters Wednesday.](”€) Some Republicans point to precedent, saying federal contractors have never gotten back pay after previous shutdowns. Other lawmakers argue there should be some relief for contractors, as the shutdown was the longest in U.S. history. On that closed-door Manafort hearing: A federal judge ruled Wednesday that prosecutors for special counsel Robert Mueller had proved that Manafort lied on three occasions and agreed the prosecutors are no longer bound by a deal to recommend a lighter sentence for Manafort.
