In 2018 and 2020, Democrats turned out in record numbers, powering a blue wave in 2018 in which Democrats picked up 41 House seats and defeating Donald Trump in 2020. The outcome of this year's midterm elections depend on whether those Democratic "surge voters" in 2018 and 2020—who are largely young people and people of color—turn out to vote again this year.
