Unless you’re a resident of one of these 12 designated states, you still won’t be allowed to enter. Travelers with a valid driver’s license or state identification from Connecticut, Maine, Maryland, New Hampshire, New Jersey, New York, Vermont, Virginia, and Washington, DC, Colorado, Massachusetts, and Pennsylvania will be able to travel to Costa Rica starting next month, but not all at the same time. Even though I’m from the number one most incarcerated zip code in the US, I’ve been able to travel, to share my experiences, and as the saying goes: It’s not where you’re from it’s where you’re at.
