To the pessimists, these are reasons to panic and indications that Americans will not practice adequate social-distancing precautions as the economy reopens. That could lead to a second wave of infections, renewed lockdowns, and another economic plunge. To the optimists, these are evidence that the American people are eager to shop, eat out, and reengage with social and economic activity. Carnival Cruise Line says it is flooded with bookings for its scheduled return to the seas this summer. The coronavirus has not dampened “animal spirits” as much as many feared. Is it possible both sides are right? The curve is certainly flattened to a significant degree, but with more freedom inevitably comes more virus spread.
